You have probably heard someone somewhere say that a PDF is basically a photo of a text; well, to reaffirm that saying and prove it is this Image to PDF.

With Image to PDF you can create any PDF document from photos and images in any of the following formats: JPG, TIFF, PNG, PCD, PSD, TGA, BMP, DCX, EMF, WMF, etc; and you can combine multiple images into just one PDF. You can even create a PDF from multiple pages in TIFF.
